During the Conservative leadership contest of 2005, the question of past drug use risked becoming dominant. Cameron declined to be drawn on details and implicitly proposed a new doctrine: that a person’s private folly before he entered public life was not relevant to his political future. Patently, law-makers could not be law-breakers. But an unspoken agreement between the main parties was reached that resembled the Cold War doctrine of Mutually Assured Destruction. It was clear that a campaign of inquisition, digging into every senior politician’s university past, would leave the front benches more or less deserted. Before the last election, I remember being startled by the claim of a young Tory researcher that some of the teams within the party were notoriously better at acquiring drugs than others. It sounded outlandish and exaggerated. But – at the very least – it suggested that Cameron’s truce was politically judicious. |
